In July 2023, Panama’s Cabinet (through Cabinet Resolution 70 of July 11,2023) approved the national hydrogen strategy. The strategy outlines key goals for 2030, 2040 and 2050, with a specific focus on supply of fuel to ships (bunker fuel) with the aviation sector also seen as a longer-term target use for clean fuels.
Media reports note that key goals include:
- 2030: Local annual production of 500,000 tonnes of green hydrogen and/or its derivatives, with a target of 5% of bunker fuel sold in Panama to be sourced from green hydrogen and/or its derivatives.
- 2040: Local annual production of 2,000,000 tonnes of green hydrogen and/or its derivatives, with a target of 30% of bunker fuel sold in Panama to be sourced from green hydrogen and/or its derivatives, and for 20% of the heavy-duty transport vehicles and machinery to use green hydrogen and/or its derivatives.
- 2050: Green hydrogen and/or its derivatives to account for 40% of bunker fuel sold in Panama, and for 30% of energy used in aviation and in heavy-duty vehicles and machinery to be supplied by hydrogen and/or its derivatives.
To support implementation of the strategy, an Inter-institutional Committee was created at the time the strategy was approved, and which includes public institutions, universities, businesses and private sector associations.
