The roadmap outlines three development phases:

• Phase 1 (2023-2025): 0.1 MW of electrolysis capacity, 0.2 MW of renewables capacity.
• Phase 2 (2025-2030): 1 GW of electrolysis capacity, 2 GW of renewables capacity.
• Phase 3 (2030+): By 2040, 3 GW of electrolysis capacity, 6 GW of renewables capacity.
