Title: Concept for the Development of Hydrogen Energy until 2030 (media report)
Approved: September 2024
The Concept Note defines broad areas of action for hydrogen industry development in Kazakhstan.
According to media reports, the concept note covers areas such as the national goal of achieving carbon neutrality and fulfilling international obligations to reduce emissions, with a focus on the development of hydrogen technologies and attracting investments for the implementation of pilot projects (which are seen as a way to facilitate the introduction of advanced technologies and the creation of new opportunities for the country’s energy sector).
Media reports indicate a targeted rate of hydrogen production of 25,000 tons per annum by 2030 (with a green hydrogen share of at least 50%), the construction of hydrogen storage facilities with a total capacity of at least 100,000 cubic metres, and the opening of a network of hydrogen filling stations and other goals.
In November 2022, the Government of Kazakhstan and the European Union entered into a memorandum of mutual understanding and strategic partnership in sustainable raw materials, renewable hydrogen and battery value chains.
In 2023, Germany established a Hydrogen Diplomacy Office in Kazakhstan.
