Title: The Strategy of Hydrogen Development in Hong Kong

Summary Points:

The strategy notes that an Inter-departmental Working Group on Using Hydrogen as Fuel was established in 2022 and has assisted in formulating interim standards for hydrogen applications in Hong Kong and provided technical advice on the launch of trial projects. These projects include cross-boundary hydrogen transportation, supply facilities, as well as applications in transport, construction sites and remote areas.

The strategy notes that due to the scarcity of land and lack of a large population, the potential for large-scale hydrogen production is limited.

Opportunities for local hydrogen applications are focussed around:

  • Transport – with a focus on exploring the development of heavy hydrogen vehicles and hydrogen powered vehicles for cross-boundary passenger and freight services
  • Mobile machinery – with a focus on exploring the use of hydrogen-fuelled mobile machinery at Hong Kong airport, major port facilities and container terminals, as well as large-scale construction sites.
  • Low-carbon electricity generation – with a focus on exploring the feasibility of adding hydrogen to natural gas for electricity generation

The vision presented for hydrogen industry development in Hong Kong revolves around four core strategies:

  • Improving legislation
  • Establishing standards
  • Aligning with the market
  • Advancing with prudence

The strategy highlights the following key actions, including (but not limited to):

  • The introduction of legislative amendments in the first half of 2025 to provide a legal basis for regulating the manufacture, storage, transport, supply and use of hydrogen used or intended to be used as fuel
  • By 2027 or earlier, formulate the approach of hydrogen standards certification suitable for the development in and circumstances of Hong Kong
  • By 2027 or earlier, establish public hydrogen filling stations to cover the Hong Kong Island, Kowloon and the New Territories to support more hydrogen projects and trials.
  • Promotion of regional co-operation, strengthening of communication channels, and leveraging relationships with China aimed at highlighting the business opportunities for hydrogen industry development in Hong Kong
  • Use of education programs to raise public awareness of hydrogen industry development, as well as provision of public financial support to suitable research projects and demonstrations/trials (through programs such as the Green Tech Fund, the New Transport Energy Fund and the Environment and Conservation Fund).
