Until 2030

  • Adopt global technology advancements in hydrogen production
  • Implement CCS/CCUS technologies alongside hydrogen production from fossil sources
  • Target 100,000-500,000 per annum hydrogen production capacity by 2030, utilising both renewables-based and fossil-based with CCS/CCUS sources

Vision to 2050 

  • Use cutting-edge technologies for hydrogen production, from both renewables-based and fossil-based with CCS/CCUS sources
  • Target hydrogen production of approximately 10-20 million tonnes per annum by 2050, utilising both renewables-based and fossil-based with CCS/CCUS sources

Specific objectives and directions – hydrogen energy use

Until 2030

  • Phase in a hydrogen market aligning with national fuel transition roadmaps
  • Pilot hydrogen energy use in sectors that can leverage existing infrastructure

Vision to 2050

  • Drive widespread adoption of hydrogen energy use across all energy-using sectors, based on market principles
  • Target hydrogen/hydrogen-based fuels share of approximately 10% of final energy demand

Specific objectives and directions – hydrogen energy storage and transportation

Until 2030

  • Focus on research and pilot (a) the use of existing energy infrastructure for hydrogen storage/transportation, (b) the development of manufacturing centers/facilities for specialised equipment, and (c) hydrogen energy distribution systems in transportation sectors at routes and areas with optimal efficiency.

Vision to 2050

  • Develop and complete a hydrogen storage/transportation/distribution infrastructure to support 10-20 million tonnes per annum hydrogen production capacity

Specific objectives and directions – hydrogen energy export

Until 2030

  • Leverage renewable assets to encourage hydrogen energy production for export while ensuring national defence and energy security

Vision to 2050

  • Establish an overall energy ecosystem aiming to become a centre for clean energy production and export in the region

Actions

  • Develop regulations, legal frameworks and incentive mechanisms in support of industry development
  • Diversify investment capital sources to attract domestic and international capital sourcing
  • Prioritise research and small-scale pilot projects then scale-up in areas with renewables potential
  • Strengthen international cooperation in technology R&D and establish strategic partnerships
  • Strengthen capacity training and human resource development

Other planning documentation of relevance to hydrogen deployment in Vietnam include the National Power Development Plan VIII (PDP8) approved in May 2023, and the National Energy Master Plan for the 2021-2030 period, with a Vision to 2050 approved in July 2023.
