Summary Points:
The roadmap identifies four phases in industry development:
- Phase 1 (2022-2025): Policy Regulation, Demonstration, Pilots, Off-shore Studies.
- Phase 2 (2025 to 2028): Domestic ramp-up, Supply Chains, Offshore Blocks.
- Phase 3 (2028 to 2035): Leverage Scale for Expansion in Domestic Consumption and Production Scaling-Up, Green Ammonia Manufacturing, and Export of Green Hydrogen and Derivatives.
- Phase 4 (2035 to 2048): Green Hydrogen Market Stabilisation and Capitalisation of Export Markets.
The six key focus areas of the roadmap’s implementation plan (which contain 49 actions) are:
- Creating an Enabling Environment – Policy, Regulatory, Incentives, Markets and Investments
- Green Hydrogen Production & Supply – Assessment of Potential Based on Renewable Energy (RE) potential.
- Green Hydrogen Demand
- Research and Innovation
- Capacity Building and Skill Development
- International Trade
The strategy notes a hydrogen target for 2030 of 4 GW of offshore wind and hydrogen production infrastructure installed.
