The strategy identifies six key pillars to support industry deployment (based on Google translate):

  • Hydrogen production as an industrial activity
  • Renewable generation and access to the power grid
  • Use of water for hydrogen production
  • Infrastructure, logistics, and security
  • End uses and applications of hydrogen
  • Cross-cutting elements

The strategy includes an ambition of 1 GW of renewables-based installed electrolyser capacity and, amongst other potential ambitions, renewables-based fertiliser production of 900,000 tonnes by 2030.

ATOME Villeta Green Fertiliser Project 

The Villeta Green Fertiliser Project is a renewables-based (hydroelectric) 145MW plant targeting production of 260,000 tonnes per annum of low-carbon fertiliser.  Operations is anticipated for 2028.

In November 2024, ATOME announced that the Inter-American Development Bank is proposing an increased US$200 million of debt funding for the planned Villeta Project in Paraguay.

In February 2025, ATOME announced the signing of non-binding Heads of Terms with Hy24’s managed Clean H2 Infra Fund for an up to US$115 million investment in the Villeta project.

In July 2025, the Green Climate Fund announced it would provide US$50 million in concessional finance to the Villeta project.

In July 2025, the European Investment Bank approved in-principle up to US$135 million of senior debt finance for the Villeta Project.

In September 2025, ATOME announced the signing of a definitive minimum 10-year offtake agreement with Yara International ASA for the sale by ATOME and purchase by Yara of the 260,000 tonnes per annum low-carbon fertiliser production at the Villeta Project.

In October 2025, ATOME announced that the International Finance Corporation has approved up to US$100 million total project financing package for the Villeta Project across concessional debt and project level equity.
