Project description

H2Perth is a proposed commercial scale liquid hydrogen production facility aiming to make hydrogen available to local and international customers, as well as providing an opportunity to establish a new strategic export industry for Western Australia.

H2Perth is proposed to be built on vacant industrial land in the Rockingham Industry Zone, just south of Perth and adjacent to Woodside’s proposed Hydrogen Refueller @H2Perth project.

Woodside has advised its intent is for H2Perth to be net zero Scope 1 and 2 greenhouse gas emissions from the start of operations; it proposes to achieve this through the application of carbon capture and storage (CCS) and the use of carbon offsets.

In April 2023, Woodside and Keppel Data Centres Holding Pte Ltd (Keppel Data Centres) signed a non-binding Heads of Agreement to evaluate the potential supply of liquid hydrogen to Singapore from Woodside’s portfolio of planned production facilities, including the proposed H2Perth facility. In October 2024, Woodside and Keppel signed a conditional Offtake Term Sheet for the supply and purchase of liquid hydrogen aimed at powering Keppel’s data centres in Singapore: the announcement noted that the sources of liquid hydrogen would include Woodside’s proposed production facilities, including H2Perth.

Woodside submitted primary environmental approval application documents for the H2Perth Project, as an ammonia and hydrogen concept, to both the Commonwealth and Western Australian regulators in May 2023. Woodside has advised it is assessing the concept change to liquid hydrogen only against its current H2Perth environmental referral, noting that many environmental factors of assessment like social surroundings, flora and vegetation, terrestrial fauna and air quality are expected to be very similar under the changed concept.

Woodside is operator and holds a 100% participating interest.

Woodside is also progressing a separate, stand-alone hydrogen opportunity called the Hydrogen Refueller @H2Perth. Hydrogen Refueller @H2Perth would be a self-contained hydrogen production, storage and refuelling station adjacent to the main H2Perth opportunity.
