Governance
Structures and relationships that support data flow and collaboration
The National Bushfire Intelligence Capability (NBIC) governance arrangements have been designed explicitly to address the common institutional challenges associated with national data harmonisation efforts.
The governance and collaboration mechanisms provide fora for discussion around individual jurisdictional needs to shape NBIC activities and data product outputs.

Authorising environment
The National Bushfire Intelligence Capability was established to address national bushfire information needs.
The National Bushfire Intelligence Capability has been identified as a key element of the Commonwealth commitment to implementing a number of recommendations from the Royal Commission into National Natural Disaster Arrangements in relation to:
- Recommendation 4.1 – national disaster risk information
- Recommendation 4.3 – implementation of the National Disaster Risk Information Services Capability
- Recommendation 17.3 – classification, recording and sharing of fuel load data.
The National Bushfire Intelligence Capability also aims to support Recommendation 19.3 although it is not explicitly identified by the Commonwealth Government to do so:
- Recommendation 19.3 – mandatory consideration of natural disaster risk in land-use planning decisions.
The National Bushfire Intelligence Capability has been identified by the National Federation Reform Council as the technical mechanism through which priority Action 7, related to fuel management data sharing and use (aligned to the Royal Commission recommendation 17.3), will be addressed.
