Applies an array of changes 'Merge items' to a base workflow.

Inputs:
Apply the merges	Modified-in-place	bool
Merge items		CSIRO::DataExecution::ObjectArray	The changes to be merged into the base workflow.
Base		QString	The base workflow to which the changes should be applied.
Reporting level		CSIRO::Tools::ReportingLevel
Outputs:
Merged File		QString	The name of the file to which the modified workflow should be saved.
Number of merges made		uint
Successful		bool	True if merges were applied
