Inputs:
Merge to	Modified-in-place	CSIRO::DataExecution::ObjectDictionary	Replace any keys in 'Merge to' with the new item from 'Merge from' if the key already exists
Merge from		CSIRO::DataExecution::ObjectDictionary	Merge this dictionary into the other one
Copy data		bool	Merge independent copies of the data rather then references
Replace duplicates		bool
