Project Title: Enabling Enforcement Through Improved use of Monitoring Information to Support Surveillance Activities

Judul Proyek: Mengaktifkan Penegakan Melalui Peningkatan Penggunaan Informasi Pemantauan Untuk Mendukung Kegiatan Pengawasan

Project Summary

The Indonesian Ministry of Marine Affairs and Fisheries and the Australian Commonwealth Scientific and Industrial Research Organization are developing a collaborative project to improve the use of fisheries monitoring data. Together research teams from the two organizations will develop statistical tools for understanding the activities of fishing vessels, with the goal of improving fisheries statistics and enhancing the information available for reducing IUU fishing. The project will involve collaboration with Ministry directorates involved in vessel monitoring, licensing, and statistics, with the goal of developing tools that can assist operational work in these directorates. The project will be structured around a set of case studies, addressing issues such as illegal transhipment, misreporting of catch, and vessel monitoring system noncompliance, which will be identified in cooperation with the relevant directorates. In addition to these outputs aimed at operational activities in the ministry, the collaboration will also foster capacity development within the Ministry’s Center for Fisheries Research and Development, to assist Indonesian  researchers in carrying the outcomes beyond the life of the project.

Ringkasan Proyek

Kementerian Kelautan dan Perikanan (KKP) Republik Indonesia bersama dengan Commonwealth Scientific and Industrial Research Organization (CSIRO) Australia sedang mengembangkan sebuah proyek kolaboratif untuk meningkatkan penggunaan data pemantauan perikanan. Tim peneliti dari kedua organisasi akan bersama-sama mengembangkan sebuah alat bantu statistik untuk memahami kegiatan kapal nelayan, dengan tujuan meningkatkan statistik perikanan dan meningkatkan informasi yang tersedia untuk mengurangi IUU fishing. Proyek ini akan melibatkan kerjasama dengan direktorat kementerian yang menangani pemantauan kapal, perizinan, dan statistik, dengan tujuan mengembangkan alat yang dapat membantu pekerjaan operasional pada direktorat tersebut. Proyek ini terstruktur dalam satu set studi kasus yang menangani isu-isu seperti pemindahan hasil tangkapan di laut secara ilegal, pelaporan dari hasil tangkapan yang tidak benar, dan ketidakpatuhan terhadap sistem pemantauan kapal, yang akan di identifikasi kan bersama direktorat terkait. Selain output yang diarahkan pada kegiatan operasional dalam pelayanan kementerian, kerjasama ini juga akan membantu mengembangkan kapasitas Pusat Penelitian dan Pengembangan Perikanan, agar para peneliti Indonesia dapat menerapkan hasilnya setelah masa proyek berakhir.

In November 2015, CSIRO’s Chris Wilcox, Denise Hardesty, Craig Proctor, Jessica Ford and Zheng-Shu Zhou travelled from Australia to Bogor, Indonesia for the project kick-off meeting.  Enabling Enforcement Through Improved use of Monitoring Information to Support Surveillance Activities was opened by Director Professor Hari Eko Irianto, head of the Research and Development Centre for Fisheries. Project leader, Dr. Lilis Sadiyah, and her team ran the bi-lingual meeting beautifully, with the in-depth participation of more than 30 delegates from the Indonesian government.
