SimCopiapó: Participatory Modelling for Water Management

/ This project seeks to promote and facilitate water governance in the Copiapó River Basin of the Atacama region, through the use of an innovative tool that supports decision making called FlowLogo, which will be placed at the disposition of the Regional Advisory Council of Water Resources (CARRH in Spanish) to promote an integrated water management of water resources in the Region.

Specifically, this projects seeks to:

  • Facilitate the relationship and interaction among the members of CARRH, and other actors in water management subjects through a decision making process that is transparent, effective and inclusive.
  • Foment the social capital associated with water management in the Copiapó Basin through a participatory modelling exercise.
  • Conceptualize and design a social-hydric model of the Copiapó basin in FlowLogo (agent-based modeling software developed by CSIRO Australia, never before applied in Chile), through the exercise of a participatory modeling directed at the members of CARRH.
  • Implement the SimCopiapó computer platform as a tool to support the decision making of the CARRH.
  • Evaluate strategies and/or scenarios that facilitate water governance and that help to foment a social capital and that respondes to the reality of the social-hydric model identified in the Copiapó River Basin.

FlowLogo and its application SimCopiapó

This is a software based on an innovative model that determines certain “agents” (Agent-based Model, ABM) and their interactions. Through this model, a social simulator can be engaged (interaction among agents) with a physical simulator (hydrology and hydrogeology), to facilitate the action and interaction simulation of autonomous individuals (agents) within an environment (or landscape), and that allows to determine the effects that their actions, decisions and interactions (individually and/or group) produce inside the system.

The model simulated simultaneous operations of multiple entities (agents) in an attempt to recreate and predict the actions of complex phenomenon, through an emergency process of interactions on the most elemental (micro) and the most elevated (macro) levels.

Within FlowLogo, these agents can represent individual entities such as farmers, mining companies, sanitation institutions, user organizations and communities/civilian organizations, among others, which function on the base that there a diverse rules of operation, interaction with other agents, the search for an economical benefit and/or are submitted to diverse regulatory elements (extraction limits, fines, audits).

SimCopiapó will be the first application of FlowLogo for the participatory modelling in Chile regarding the governance of water, which will be built upon the experience of CSIRO and examples of the application of this tools in pilot basin in Australia, India and USA, which will situate the Atacama Region at the forefront of innovation in matters of water governance and the integrated water management at a national level.
