Supporting Communities and Regions to Transition to a Low Carbon and Circular Economy

Australia’s journey toward net-zero emissions and a circular economy demands innovative approaches, especially at the local and regional levels. Councils play a pivotal role in driving sustainable change by fostering vibrant communities, attracting talent, supporting industries, and providing affordable housing, quality infrastructure, and renewable energy options.

CSIRO collaborates with local councils and regional universities to empower communities with cutting-edge research and strategies for sustainable housing, energy, waste, and resource recovery. These initiatives are tailored to local needs, promoting innovation and social inclusivity while scaling solutions across regions.

As regions face global challenges such as climate change, technological shifts, and resource scarcity, this transition requires cohesive governance, policy alignment, and public-private collaboration. Together, we can build resilient communities, advance circular practices, and create new markets for secondary materials, ensuring Australia’s transition is equitable, economically viable, and sustainable.

A Collaborative Process for Driving Low-Carbon and Circular Economy Transitions

Our approach helps communities and councils navigate the journey toward a sustainable future. Here’s how we support your transition:

Building Partnerships
We begin by fostering trust and aligning goals through initial meetings with councils, CSIRO, and regional universities. These discussions establish shared objectives, clear communication, and decision-making frameworks, laying the foundation for collaboration.

Engaging the Community
A one-day workshop connects residents, businesses, and stakeholders, ensuring initiatives address local needs while fostering inclusivity and community support.

Launching Foundation Projects
Early projects focus on baseline modelling to identify priorities and opportunities in renewable energy, waste management, and resource efficiency. These initiatives build momentum and provide the data needed for strategic investments and policy development.

Creating a Vision and Action Plan
Using evidence-based analysis, we help councils design circular business models, assess sustainability pathways, and establish local knowledge hubs to share insights and build capacity.

Developing a Long-Term Research Partnership
A 3- to 5-year plan outlines research priorities, deliverables, and resources, enabling councils to monitor progress, explore innovative technologies, and implement circular economy strategies that align with global best practices.

Demonstration Projects
We collaborate with councils, industries, and communities to establish low-carbon circular economy clusters, fostering innovation and driving regional economic growth.

CSIRO serves as a science partner, connecting community ambitions with actionable circular economy outcomes based on the best available evidence. Together, we create resilient, inclusive, and sustainable solutions that empower regions to lead Australia’s low-carbon circular economy transformation.
