These namelist options control the land-surface, urban and carbon cycle options

proglai – Method for calculation LAI.  proglai=-1 for piece-wise linear interpolation (requires 4 input months), proglai=0 for PWCB interpolation (requires 3 input months) and proglai=1 for prognostic LAI

ccycle – Carbon cycle model.  ccycle=0 for off and ccycle=3 for C-N-P cycle
